  • Regulation For Doctor of Philosophy (Ph.D)

    (As per MHRD/UGC Notification of dt.5th May, 2016)

    This Regulation, hereinafter, shall be called the Regulation for Doctor of Philosophy in Management/Humanities & Social Sciences/ Commerce/ Communication under Birla Global University, Bhubaneswar 2017.This Regulation in letter & spirit, is in conformity with the University Grants Commission Regulations, 2016 i.e., Minimum Standards and Procedure for Award of M.Phil./Ph.D. Degree notified by the Ministry of Human Resources Development on 5th May 2016.

  • Criteria For Admission To The Ph.D. Programme

    ELIGIBILITY:

    Candidates for admission to the Ph.D. programme shall have a Master’s degree or a Professional degree declared equivalent to the Master’s degree by the corresponding statutory body, with at least 55% marks in aggregate or its equivalent grade ‘B’ in the UGC 7-point scale (or an equivalent grade in a point scale wherever grading system is followed)or an equivalent degree from a foreign educational institution accredited by an Assessment and Accreditation Agency which is approved, recognized or authorized by an authority, established or incorporated under a law in its home country or any other statutory authority in that country for the purpose of assessing, accrediting assuring quality and standards of educational institutions.

    RELAXATION TO (a) ABOVE

    A relaxation of 5% marks, from 55% to 50% or an equivalent relaxation of Grade may be allowed for those belonging to SC/ST/OBC (Non-Creamy layer) /Differently- abled and other categories of candidates as per the decision of the UGC from time to time or for those candidates who had obtained their Master Degree prior to 19th September 1991.The relaxation of 5% to the categories mentioned above are permissible based only on the qualifying marks without including grace mark procedure.

  • Duration of The Programme

    MINIMUM DURATION- The minimum duration of the course shall be a period of THREE YEARS including Course Work.

    MAXIMUM DURATION (SPAN PERIOD) -The maximum duration or the Span period of the programme shall be a period of SIX YEARS.

    RELAXATION FOR OTHER CATEGORY – The women candidates and Persons with Disability (more than 40% disability) may be allowed a relaxation of two years for Ph.D. in the maximum duration. In addition, the women candidates may be provided Maternity Leave/Child Care Leave once in the entire duration of Ph.D. for up to 240 days.

  • Programme Fee & Expenses
    1. Application Fee (For Entrance Examination of Ph.D. programme) Rs.1000

    3. Semester Course work fee for Ph.D. programme
    i) For Scholars from India Rs.60000 per semester
    ii) For Scholars from foreign countries Rs.500000 equivalent foreign currency for three years including the year of course work
    4. Fee for Ph.D. programme beyond three years
    i) For Scholars from India Rs.60000 per semester for extension of Ph.D. work for a semester/s or part thereof.
    ii) For Scholars from foreign countries Proportionate fees in the Ratio of (500000/6) for extension of Ph.D. work for a semester or part thereof.
  • Procedure For Admission

    ENTRANCE TEST – All candidates desiring of pursuing Ph.D Degree under this University shall have to appear at an Entrance Test conducted by the University centrally. However, candidates who have qualified UGC-NET (including JRF)/UGC-CSIR NET (including JRF)/SLET/GATE/Teacher fellowship holder or have passed M.Phil. Programme through entrance test are exempted from Ph.D Entrance Test.

    INTAKE NOTIFICATION: The University shall notify well in advance the number of scholars to be admitted in to a Subject depending on the availability of Research Supervisors and other academic and physical facilities keeping in mind the norms regarding the scholar-teacher ratio as mentioned at para-4.5.

    ADVERTISMENT: The advertisement for admission to the above programme shall be made available in the University Website and through advertisement in at least two (2) national newspapers, of which at least one(1) shall be in the regional language, the number of seats for admission subject/discipline-wise distribution of available seats, criteria for admission, procedure for admission, examination center(s) where entrance test(s) shall be conducted and all other relevant information for the benefit of the candidates;

    RESERVATION POLICY: The University will adhere to State-level reservation policy, as applicable.

    PROCESS OF ADMISSION: There shall be a two stage process for admission into the programme.

    • An Entrance Test shall be conducted with qualifying marks as 50%. The syllabus of the Entrance Test shall consist of 50% of Research Methodology and 50% shall be subject specific. The Entrance Test shall be conducted at the Centre(s) notified in advance by the University. The written test shall be qualifying for the viva-voce.
    • An interview/viva-voce is to be organized by the University where the candidates are required to discuss their research interest/area through a presentation before a duly constituted Subject Research Committee. Final list of candidates selected for admission into the Ph.D programme shall be prepared by the Board.
    • The interview/viva voce shall also consider the following aspects, viz. whether:
      • The candidate possesses the competence for the proposed research;
      • The research work can be suitably undertaken at the Institution.
      • The proposed area of research can contribute to new/additional knowledge.

    LIST OF SCHOLARS: The University shall maintain the list of all the Ph.D. registered students on its website on year-wise basis. The list shall include the name of the registered candidate, topic of his/her research, name of his/her supervisor/co-supervisor, date of enrolment/registration etc.

  • Allocation of Research Supervisor

    (It includes eligibility criteria to be a Research Supervisor, Co- Supervisor, Number of Ph.D. scholars permissible per Supervisor, etc.)

    ELIGIBILITY-I: Any regular Professor of the University with at least five research publications in refereed journals and any regular Associate/Assistant Professor of the university with a Ph.D. degree and at least two research publications in refereed journals may be recognized as Research Supervisor.

    (Provided that in areas/disciplines where there is no or only a limited number of referred journals, the University may relax the above condition for recognition of a person as Research Supervisor with reasons recorded in writing.)

    ELIGIBILITY-II: Only a full time regular teacher of the University can act as a supervisor. The external supervisors are not allowed. However, Co-Supervisor can be allowed in inter-disciplinary areas from other departments of the University or from other related institutions with the approval of the Research Committee of the University.

    ALLOTMENT OF SUPERVISOR: The allotment of Research Supervisor for a selected research scholar shall be decided by the School concerned depending on the number of scholars per Research Supervisor, the available specialization among the Supervisors and research interests of the scholars as indicated by them at the time of interview/viva voce.

    INTER-DISCIPLINARY TOPIC: In case of topics which are of inter-disciplinary nature where the School concerned feels that the expertise in the School has to be supplemented from outside, the Vice-Chancellor of the University in consultation with the Dean of the concerned School may appoint a Research Supervisor from the School itself, who shall be known as the Research Supervisor, and a Co-Supervisor from outside the University on such terms and conditions as may be specified and agreed upon by the University and the consenting Institutions.

    NO OF SCHOLARS PER SUPERVISOR: A Research Supervisor/Co-supervisor who is a Professor, at any given point of time, cannot guide more than Eight (8) Ph.D. scholars. An Associate Professor as Research Supervisor can guide up to a maximum of six (6) Ph.D. scholars and an Assistant Professor as Research Supervisor can guide up to a maximum of four (4) Ph.D. scholars.

    RELOCATION OF Ph.D WORK: In case of relocation of a Ph.D. woman scholar due to marriage or otherwise, the research data shall be allowed to be transferred to the University to which the scholar intends to relocate provided all the other conditions in these regulations are followed in letter and spirit and the research work does not pertain to the project secured by the University or the supervisor from any funding agency. The scholar will however give due credit to the parent guide and the University for the part of research already done.

    GUIDE/CO-GUIDE RECOGNITION: The eligible Supervisors of the University shall submit applications to the Controller of Examinations in appropriate format for recognition as Guides. The Controller of Examinations, on receipt of such applications shall place those before the RCU for finalization. On finalization, the COE shall communicate them personally & shall maintain a list of Recognized Guides of the University. Further, the COE shall update the list of recognized Guides from time to time.

  • Functions of The Supervisor

    The supervisor shall accept maximum number of scholars as per clause 4.5

    The Supervisor shall give a certificate that the scholar has the required eligibility to undertake the work.

    The Supervisor/Co-Supervisor needs to be present in all presentations made by the scholar (Synopsis, Renewal and Pre-submission).

    The Supervisor shall endorse the progress report of the scholar to the Controller of Examinations in every six months.

    The supervisor shall recommended release of the scholarship of the scholar periodically based on the performance of the candidate.

    The Supervisor shall inform the Controller of Examinations his inability to guide a registered scholar giving reasons thereof.

    The Supervisor shall recommend to the Controller of Examinations, change of the title of the thesis with sufficient reasons.

    The Supervisor shall recommend the thesis for valuation with forwarding letter and other necessary certificate as are required under this regulation.

    The Supervisor shall submit a panel of eight examiners drawn from outside this state for examining the thesis. Any addition or deletion of the list submitted can be effected by the SRC with the approval of Vice Chancellor or the Vice Chancellor. The list of examiners must contain the names, email-ID, telephone numbers (Office, Residence & Mobile) PG teaching experience and the area of specialization of the examiner.

    Number of supervisor including Co-Supervisor shall be limited to maximum of three only. One of the Co-Supervisor may be from outside India provided it is duly recommended by the SRC and approved by the Vice Chancellor.

    The Supervisor must participate in teaching Ph.D. level courses. He will act as Chairman of the Board of Examiners.

    In case of death of Supervisor, one of the Co-Supervisors will automatically became Supervisor in chronological order.

    The Supervisor/s shall furnish ‘a No/Near relation Certificate’ regarding the scholar.

  • Course Work

    (It includes credit Requirements, number, duration, syllabus, minimum standards for completion, etc.)

    NO OF CREDITS: The credit assigned to the Ph.D. course work shall be of 16 credits consisting of a. Research Methodology- (including IT application in Research and Statistical Packages etc.) – 4 credits b. Review of Literature – 4 credits c. Two subjects specific – 8 credits

    COURSES: The course work shall be treated as prerequisite for Ph.D. preparation. A minimum of four credits shall be assigned to one or more courses on Research Methodology which could cover areas such as quantitative methods, computer applications, research ethics and review of published research in the relevant field, training, field work, etc. Other courses shall be advanced level courses preparing the students for Ph.D. degree.

    INSTRUCTIONAL HOURS: Each 4 credit course shall require 40 lecture classes.

    SYLLABUS: The Syllabus for the Course work shall be designed by the Subject Research Committee of the School concerned which will be duly approved by the Board of Studies of the respective subject. The School where the scholar pursues his/her research shall prescribe the course(s) to him/her based on the recommendations of the Subject Research Committee. All candidates admitted to the Ph.D. programmes shall be required to complete the course work prescribed by the School during the initial two semesters.

    GRADING: Grades in the course work, shall be as per scale adopted for Masters Programme of the University. A Ph.D. scholar has to obtain a minimum of 55% of marks or its equivalent grade to be eligible to continue the programme and submit the Dissertation/Thesis

  • Grant of Registration

    After successful completion of course works, the Candidate has to submit the course completion certificate issued by the Dean of Schools to the Controller of Examinations and apply for grant of registration(Appendix-I).

    The Controller of Examination on receipt of the application & the Course Completion certificate from the Candidate shall forward all such applications to the Dean of Schools for SYNOPSIS PRESENTATION before the Subject Research Committee.

    The Controller of Examination after receiving the required documents and recommendation of the SRC shall grant registration to the candidate on deposit of required fees prescribed by the University.

    While registering the candidate for the Ph.D programme the total number of seats, state reservation policy is to be taken into consideration.

    The date of registration shall be the date on which the SRC recommends the synopsis or the revised synopsis to the Controller of Examination for registration.

  • Place of Research

    The School pursuing Masters programme of the University shall be the place of Research. However, in exceptional cases the Research Committee of the University and/ or the Vice Chancellor on recommendation of Subject Research Committee (SRC) of the University may recognize any other institution of repute as place of research for a candidate.

  • Subject Research Committee And Its Functions

    There shall be Subject Research Committees for different subjects of research. The SRC shall be headed by the Dean of the concerned School. The various functions of the SRC are as follows :

    • The SRC shall scrutinize the applications of the eligible candidates and shall select them for the programme.
    • The SRC shall consider the eligibility of the Supervisor. It shall also consider request of the Scholar for change of Supervisor provided that the application for change has been duly recommend by the Supervisor concerned. Further, the SRC in exceptional cases may ask a scholar to work on a new topic or under a new Supervisor. All such have to be done with the approval of the Vice-chancellor.
    • To review the research proposal and finalize the topic of research;
    • To guide the research scholar to develop the study design and methodology of research and identify the course(s) that he/she may have to do.
    • To periodically review and assist in the progress of the research work of the research scholar.
    • The SRC shall consider and the recommend the names of the Ph.D. examiners, change of topic/title of research at the request of the scholar with recommendation or approval of Supervisor.
    • The SRC shall consider change of Supervisor/Co-supervisor on the written request of the scholar if the original Guide dies in an interim period.
    • The SRC shall formulate the course curriculum of the particular subject of the research.
    • The SRC shall prepare the list of examiners based on the panel of examiners submitted by the Supervisor by addition/deletion etc.
    • The SRC shall organize all presentation/seminars (Synopsis Renewal and pre submission) and letter to this effect may be sent either by the Guide or Chairman.
    • The SRC may be assigned any other work by the Board of Mangement.

    A research scholar shall appear before the Subject Research Committee once in six months to make a presentation of the progress of his/her work for evaluation and further guidance. The six monthly progress reports shall be submitted by the Research Advisory Committee to the Institution/College with a copy to the research scholar.

    In case the progress of the research scholar is unsatisfactory, the Subject Research Committee shall record the reasons for the same and suggest corrective measures. If the research scholar fails to implement these corrective measures, the Subject Research Committee may recommend to the Research Committee of the University for cancellation of registration of the research scholar.

  • Research Committee of The University (RCU)

    The Research Committee of the University shall consist of the following:

    • Vice-Chancellor (as Chairman)
    • Senior most Dean of the Schools
    • A member of the Board the Management.
    • Two faculties members from the Schools imparting Post Graduate Studies, not below the rank of Professor / Associate Professor to be nominated by the Vice-Chancellor.
    • Any other member/s from outside with requisite experience/exposer in the field of research nominated by the Vice-Chancellor.
    • The Controller of Examinations (as Secretary and Convener) In specific cases the RCU may invite the Chairman of the SRC or the Supervisor if need arises.

    The tenure of the RCU shall be for a period of two years. Vacancy if any within the tenure shall be filled by the Vice-Chancellor. The quorum of the meeting shall be more than one third/ three whichever is higher.

    Functions of the RCU:

    • Shall decide on the eligibility of an Institution as place of Research either independently on the basis of recommendation of the SRC or on the recommendation of the expert committee after visit of the Institute.
    • Shall deal with such matters as may be brought before it for consideration by the Vice-Chancellor/Controller of Examinations/Any member of SRC/RCU.
    • Shall deal with complaints of the Research Supervisor/Research Scholar.
    • Shall act as an appellate authority on any decision of the SRC/ Controller of the Examinations.
  • Functions of The Controller of Examinations

    The Controller of the Examinations shall

    • Issue notification inviting application for Ph.D entrance examination at least once in a year.
    • Take steps for formation of SRC.
    • Convene the meeting of the SRC at least twice in a year.
    • Place the applications received from time to time before the SRC.
    • Intimate the candidate the status of his/her registration on the basis of the recommendation of the SRC and subsequent approval by the Vice-Chancellor.
    • Place the panel of examiners for constitution of the Board of Examiners as follows
    (i) Examining Thesis (Mandatory) Board of Examiners

    NB – In exceptional cases the Vice-Chancellor may waive the examinership of the co-supervisor from Thesis and Viva-Voce.

    • Seeking consent for examinership from the panel of Six examiners having specialization in the concerned field of research submitted by the SRC and approved by the Vice-Chancellor (consent to be given by the examiners within 4 weeks from the date of receiving the letter/mail).
    • Send the thesis to the examiners within a month from the date of receipt of the consent.
    • Constitute the Board of Examiners.
    • Shall communicate any adverse comment from any examiner immediately to the Supervisor/Chairman SRC under approval of the Vice-Chancellor.
    • Shall communicate all the examiner’s report to the Supervisor/Chairman, SRC before conduct of the Viva-Voce.The Scholars shall be kept informed of the contents of the report by the Supervisor.
    • The Controller of Examinations may use e-mail for correspondence with examiners. Consent through e-mail shall be treated as valid.
  • Evaluation / Assessment Methods

    PREPARATION OF DRAFT DISSERTATION/THESIS: Upon satisfactory completion of course work, and obtaining the marks/grade the Ph.D. scholar shall be required to undertake research and produce a draft thesis within a reasonable time stipulated by the University based on its regulation.

    PRE-SUBMISSION PRESENTATION: Prior to the submission of the dissertation/thesis, the scholar shall make a presentation before the Subject Research Committee of the University which shall also be open to all faculty members and other research scholars. The feedback and comments obtained from them may be suitably incorporated into the draft dissertation/thesis in consultation with the Subject Research Committee.

    PUBLICATION REQUIREMENT: Ph.D. scholars must publish at least one (1) research paper in refereed journal and make two paper presentations in conferences/seminars before the submission of the dissertation/thesis for adjudication, and produce evidence for the same in the form of presentation certificates and/or reprints.

    SUBMISSION OF THE THESIS:

    • Every registered candidate shall submit his/her thesis on completion of two years from the date of registration on presentation of Pre-Submission Seminar and approval by SRC.
    • In exceptional cases, if permitted by the Vice-Chancellor the thesis can be submitted six months earlier on recommendation of Supervisor and the SRC and on production of reprints of at least three quality research publications based on his research work in referred/reputed journal.
    • Every candidate shall inform the Controller of the Examination through his/her Supervisor about his plan of submission of thesis before six months. The thesis shall be submitted in triplicate with additional copies of Co-Supervisor along with:
      • Original letter including renewal letters.
      • Five copies of the abstract including soft copies (abstract should not exceed 500 words).
      • Certificate of original work by the Supervisor.
      • Prescribed fees in form of DD payable to Comptroller of Finance Birla Global University.
      • Two soft copies in PDF format one of which will be submitted to the UGC within 30 days from the date of notification of the award for hosting the same in INFLIBNET accessible to Institutions and universities.
      • A certificate from the SRC to the effect that the candidate has successfully presented the pre-submission seminar and the SRC has recommended him/her to submit the thesis.
      • The language of the entire thesis will be in English.
      • The thesis shall be typed on both sides of the paper and be soft bound. However, a hard bound copy will be required for preservation in the library.
    • PLAGIARISM / ACADEMIC DISHONESTY: The draft dissertation/thesis shall to undergo test of plagiarism or academic dishonesty through mechanism using well developed software and gadgets evolved by the Academic Council of the University. While submitting for evaluation, the dissertation/thesis shall have an undertaking from the research scholar and a certificate from the Research Supervisor attesting to the originality of the work, vouching that there is no plagiarism and that the work has not been submitted for the award of any other degree/diploma of the same Institution where the work was carried out, or to any other Institution.
    • EVALUATION: The Ph.D. dissertation/thesis submitted by a research scholar shall be evaluated by his/her Research Supervisor and at least two external examiners, from outside the State, of whom one examiner may be from outside the country. The viva-voce examination, based among other things, on the critiques given in the evaluation report, shall be conducted by the Research Supervisor and at least one of the two external examiners in case of Ph.D, and shall be open to be attended by Members of the Subject Research Research Committee(SRC), all faculty members of the Department, other research scholars of the University and other interested experts/researchers.
    • ADVERSE REPORT: The public viva-voce of the research scholar to defend the dissertation/thesis shall be conducted only if the evaluation report(s) of the external examiner(s) on the dissertation/thesis is/are satisfactory and include a specific recommendation for conducting the viva-voce examination. If one of the evaluation reports of the external examiner in case of Ph.D. thesis is unsatisfactory and does not recommend viva-voce, the Institution shall send the dissertation/ thesis to another external examiner out of the approved panel of examiners and the viva-voce examination shall be held only if the report of the latest examiner is satisfactory. If the report of the latest examiner is also unsatisfactory, the dissertation/ thesis shall be rejected and the research scholar shall be declared ineligible for the award of the degree.
    • COMPLETION OF THE PROCESS: The entire process of evaluation of Ph.D. thesis shall have to be completed within a period of six months from the date of submission of the thesis.
  • Depository With Inflibnet

    Following the successful completion of the evaluation process and before the announcement of the award of the Ph.D. degree(s), the Controller of Examinations of the University shall submit an electronic copy of the Ph. D. thesis to the INFLIBNET, for hosting the same so as to make it accessible to all Universities/Institutions/Colleges.

  • Anomaly

    Anomaly if any may be refer to the Vice Chancellor and if need arises the Vice- Chancellor may refer the matter to the Research Committee of the University depending on the case.

  • Provisional Certificate

    Prior to the actual award of the degree, the University shall issue a provisional Certificate to the effect that the Degree has been awarded in accordance with the provisions of these UGC Regulations, 2016.

  • Application of The Regulation

    The Ph.D Regulation 2017 shall come into force from the Academic Session 2017-18.
